Senior Director (International WSH), Ministry of Manpower (Singapore)
Er. Ho Siong Hin is Senior Director (International WSH), Ministry of Manpower (MOM). He also holds the concurrent position of Vice Dean (School of Regulation), MOM Academy.
Er. Ho graduated as a Mechanical Engineer from the University of Auckland, New Zealand. He started his career in MOM’s Factory Inspectorate in 1982 and held various portfolios in MOM, including Director of Corporate Planning and Divisional Director of the Foreign Manpower Management Division. In 2005, Er. Ho was appointed as Commissioner for Workplace Safety and Health. He then concurrently held the position of Divisional Director of MOM’s Occupational Safety and Health Division till March 2019.
Under Er. Ho’s leadership, a new WSH framework, which saw greater ownership by industry for WSH outcomes and the introduction of risk management, was announced in Parliament in March 2005. Er. Ho was instrumental in the formation of the Workplace Safety and Health (WSH) Council, which he serves as a Member. He also spearheaded the development and implementation of both WSH2015 and WSH2018 strategies, which saw the workplace fatal injury rate reduced by more than 60% from 3.1 per 100,000 workers in 2006 to 1.2 per 100,000 workers in 2018.
As Senior Director (International WSH), Er. Ho continues to collaborate with international organisations such as International Association of Labour Inspectors (IALI) and International Labour Organisation (ILO) in projects, information exchange, visits and training, to enhance Singapore’s international presence on OSH issues and build networks to sustain Singapore’s standing as the OSH leader in ASEAN.
In his concurrent position as Vice Dean (School of Regulation) of the newly formed MOM Academy, Er. Ho continues to shape MOM’s transformation efforts, to develop all MOM officers to be professional in delivering and achieving an effective one-MOM enforcement outcome.
Er. Ho holds several positions in various organisations and associations including:

• President, Professional Engineers Board, Singapore
He was President of the 21st World Congress on Safety and Health held in Singapore from 3 to 6 September 2017.
